The existence of CNA classes in Tennessee is based mostly on the Omnibus Budget Reconciliation Act of 1987 (OBRA 1987), which explicitly requires States to not only initiate, but also maintain Nurse aide Training and Competency Evaluation Programs as well as Nurse aide Registries.
